They both mean virtually the same thing. I'd say that "cockade" was probably used more often to mean a military or political symbol, and it wasn't necessarily always a rosette shape (it could sometimes refer to feathers, for instance). A "rosette" on the other hand, was *always* a circular or oval shape.
